Our Community Services programs are what makes OWBC a Community Action Agency. The programs and services provided by our Community Services department help transition low-income community members out of poverty through financial assistance, education, and coaching.
Our Energy Assistance Program provides utility assistance for qualifying households who need help covering their energy bills (electricity, gas, and propane).

Effective February 2, 2026, we are accepting Energy Assistance applications for our most vulnerable households. Eligible households must include at least one member 60 years of age or older.
